Attorney General's Report on the DNA Evidence Backlog

The Attorney General submitted a report to Congress on April 2, 2004 that found approximately 542,700 criminal cases with biological evidence are awaiting DNA testing. These include 52,000 homicide and 169,000 rape cases. Only 10 percent of the unanalyzed cases are in State or local crime laboratories. The majority remain in the possession of local law enforcement agencies. Poor funding is a frequently cited reason why agencies do not make greater use of DNA analysis. Fifty percent of local law enforcement agencies indicated they did not seek DNA testing either because prosecutors had not asked for it or because a suspect was in custody, suggesting that many law enforcement officials still do not fully appreciate the benefits of DNA analysis to solve cases and ensure successful prosecutions. The findings are based on a nation-wide survey and were reviewed by independent experts.
The report is accompanied by information from United Kingdom officials that show DNA evidence at property crime scenes increased suspect identification by 44 percent.

This report provides insight into the complex and varied ways kindergarten through eighth graders in the nation spend their time out of school. Some spend time in with relative or a nonrelative in a home setting. Others spend time in center- or school-based programs or organized activities that are aimed toward their enrichment or enjoyment. Still others are responsible for themselves during out-of-school time. Children also experience patchworks of arrangements in order to meet the contingencies of availability, cost, etc. Data used for this report come from the Before- and After-School Programs and Activities Survey of the 2001 National Household Education Surveys Program.

The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member. Ambassadors to the United States and Permanent Representatives to the UN, New York, have also been included.

Steve Stoft has rigged up a custom Google search to search "just about every Congressional Research Service report available on the web". CRS reports are taxpayer-funded research reports, famous for their thoroughness and objectivity, commissioned by members of Congress but rarely released to the public. A private sector publisher, however, somehow gets access to them and sells them at a profit to the public and even to other branches of the federal government. The Diplomacy Monitor at the St. Thomas University School of Law is a fine way to keep track of various communications, as it allows users to globally track diplomatic and international official statements, press briefings through their readily accessible monitoring system located at their site. Utilizing their own proprietary technology, the staff at the Diplomacy Monitor review annotate and categorize these documents several times throughout the United Nations business day. The site includes a brief introduction to using the Monitor, along with the option of full-text searching of every document archived within the database. For additional discussion of how the Internet affects global diplomacy, the site also contains some interesting working papers and reports, such as The Rise of Netpolitik-How the Internet is Changing International Politics and Diplomacy. Current postings regarding the prison fiasco in Iraq are included.

Data by stage at diagnosis and by age group is provided for the most prevalent cancer sites of breast, lung, colorectal, and prostate cancer. Data by race for whites and blacks are now available. Pentagon Ban on Pictures of Dead Troops is Broken

The Pentagon's ban on making images of dead soldiers' homecomings at military bases public was briefly relaxed yesterday, as hundreds of photographs of flag-draped coffins at Dover Air Force Base were released on the Internet by a Web site dedicated to combating government secrecy.
The Web site, the Memory Hole, had filed a Freedom of Information Act request last year, seeking any pictures of coffins arriving from Iraq at the Dover base in Delaware, the destination for most of the bodies. The Pentagon yesterday labeled the Air Force Air Mobility Command's decision to grant the request a mistake, but news organizations quickly used a selection of the 361 images taken by Defense Department photographers. Spalding Base Ball Guides, 1889-1939

This web page comprises a historic selection of Spalding’s Official Base Ball Guide and the Official Indoor Base Ball Guide. The collection reproduces 35 of the guides, which were published by the Spalding Athletic Company in the late nineteenth and early twentieth centuries. Spalding’s Official Base Ball Guide was perhaps the premier publication of its day for the game of baseball. It featured editorials from baseball writers on the state of the game, statistics, photographs, and analysis of the previous season for all the Major League teams and for many of the so-called minor leagues across the nation. The 15 Spalding’s Official Base Ball Guides included in this online collection were published between 1889 and 1939. The Official Indoor Baseball Guide concerns a game unfamiliar to most contemporary baseball fans because its demise occurred almost beyond living memory. These guides, too, offer rules and “how-to’s” of the game, information on the game’s founding fathers, photographic illustrations of teams and players from across the land, and game statistics. Special Report on "Phishing"

During 2003 and 2004, law enforcement authorities, businesses, and internet users have seen a significant increase in the use of "phishing". "Phishing" is a general term for criminals' creation and use of e-mails and websites -- designed to look like e-mails and websites of well-known legitimate businesses, financial institutions, and government agencies -- in order to deceive internet users into disclosing their bank and financial account information or other personal data such as usernames and passwords. The "phishers" then take that information and use it for criminal purposes, such as identity theft and fraud.

Summary Report on Select Agent Security at Universities

The U.S. Department of Health and Human Services has produced a report describing serious security weaknesses at 11 unnamed university laboratories that conduct research on deadly toxins and pathogens. The report, which is dated March 25 but was posted on the Web site of the department's inspector general only last week, is based on reviews that were conducted during 2002 and 2003 but never made public. It was developed in response to requests from academics for information about the reviews. The report cites lapses in physical security and record keeping at all 11 of the labs and inadequate information-technology controls at 5 of them. Such weaknesses could allow intruders to steal biological agents or to intercept sensitive information sent by e-mail, the inspectors concluded. Due to the fallout over the Taguba report, this publication's release was delayed two weeks!

The following is the text of the Taguba report with only the names of some witnesses removed for the sake of privacy. The report was prepared by Maj. Gen. Antonio M. Taguba on alleged abuse of prisoners by members of the 800th Military Police Brigade at the Abu Ghraib Prison in Baghdad. It was ordered by Lt. Gen. Ricardo Sanchez, commander of Joint Task Force-7, the senior U.S. military official in Iraq, following persistent allegations of human rights abuses at the prison. U.S. Commission on Ocean Policy (Preliminary Draft)

The first major self assessment of the oceans in a generation endorsed the gloomy scientific view of the nation's deteriorating coastal waters and offered a mosaic of 250 recommendations to reverse the decline, including a call for local and interantional action to curb the overfishing that has depleted fish stocks worldwide. The report also suggested increasingly stringent curbs on nutrient-rich runoff pollution that threatens to strangle the ecosystems of the Chesapeake Bay and creates a huge seasonal "dead zone" where the Mississippi River empties into the gulf of Mexico. Workplace Security Resource Guide

The Michigan Occupational and Helath Administration has released this overview that assists businesses in preparing for emergencies and biological or chemical attacks. The 17-page document contains brief lists and sections on topics such as implementing building security upgrades, adjusting HVAC controls, establishing bomb-threat procedures, and identifying biochemical agents. In adjusting HVAC controls, for example, businesses are advised to check zone pressurization and to install the highest efficienty filtration compatible with the system's deign criteria. The doucment's main funciton, however, is to direct users to additional online resources, such as Environmental Health Watch's section on chemical facility site security and a South Carolina Department of Labor, Licensing, and Regulation presentation on all-hazards analysis.
