(2) Thurston Award Winner Announced
The Thurston Committee has selected Sheila Nollen from Western Illinois
University as the fifth recipient of the Paul W. Thurston Award. The
award is being presented to Sheila for her book A Guide to Programs and
Subjects in Annual Reports of Illinois State Government Agencies.
Paula Kaczmarek will be presenting the plaque to Sheila at the Federal
Depository Library Conference & Depository Library Council sometime
Monday morning, April 14th. We have no more specific information, but
anyone going to Washington will want to be there. Since Paula knew Paul
Thurston, her presentation should be especially meaningful.

Program Notes and Meeting Minutes
February 14, 1997
This GODORT program was held at CIESIN, the Consortium for International Earth Science Information Network. CIESIN is located on campus at Saginaw Valley State University, University Center, Michigan. Needless to say, the facilities and the program were quite impressive.
CIESIN Vice-President Phil Meier first welcomed attendees to the Consortium. Marie-Elise Shams, CIESIN information specialist, then briefly summarized the day's planned activities and introduced featured program speakers.
Donna Edwards, representing GCRIO, the U.S. Global Change Research
Information Office, spoke about its scope and functions. GCRIO is funded
by a NASA grant and its projects are implemented by CEISIN. GCRIO
responds to information requests from a wide range of global change
topics. It distributes a number of publications on all aspects of global
change. Many of the documents are published by Federal departments and
agencies that participate in the Global Change Research Program--NASA,
EPA, NSF, the Smithsonian, and Departments of the Interior and Health
and Human Services. GCRIO provides reference and referral services
to both domestic and foreign user inquiries (scientists, educators,
planners, and students), and maintains numerous government document
resources, metadata records, abstracts and othe bibliographic databases.
In 1996 GCRIO received information requests from more than 90 countries
and distributed more than 31,000 pieces of documentation. GCRIO's Web
site address is http://www.gcrio.org.
Richard Robinson, CIESIN head of user services, gave the Godort of Michigan attendees an online demonstration
featuring the CIESIN databases, its Web site [http://www.ciesin.org/], and related
Consortium links. Richard took the audience through selected
applications of dataset queries and offered a preview of CIESIN's
prototype interactive applications. One notable CIESIN project
deals with land quality indicators for the World Bank; some of the
project's datasets provide "social indicators of development" and "monitor
environmental progress." Many of these datasets originate from the World
Resources Institute, and may be manipulated by selected variables, such as
country of origin, time span, populations, etc. The data output is
generally tabular in format.
Even though they are works in progress, many of CIESIN's datasets are now migrating onto the World Wide Web.
The Model Visualization and Analysis Service, for example, is available at
http://sedac.ciesin.org/mva/.
This application is being designed to provide output for
various scenarios in tabular, chart, graph, and map displays.
Richard emphasized that these output data are not "truth machines," but
simply projections based upon analyses of available data and manipulation
of an extensive menu of variable sets.
Two other examples presented were the ENTRI System and the Great Lakes
Map Server.
The Environmental Treaties and Resources Indicators database (ENTRI),
available at http://sedac.ciesin.org/entri/,
is a searchable relational database containing international environmental treaties, treaty summaries, treaty status files and
natural resource indicators.
The Great Lakes Map Server, available at
http://epawww.ciesin.org/arc/map-home.html, allows the user to interactively compose a map with
select EPA site datasets and feature coverages for any local U.S. area within the
Great Lakes region. In the future, additional features, datasets and functions will be added.
Prior to lunch, Marie-Elise Shams next gave a brief tour of CIESIN's facility.
In the afternoon, attendees participated in a hands-on orientation to the
CIESIN Public Use Microdata Sample (PUMS) files, utilizing IBM and
Mackintosh workstations. Marie-Elise and additional CIESIN staff were on
hand to assist us in the manipulation of various demographic datasets.
A big round of applause for Marie Elise and the CIESIN staff for hosting an interesting and informative program!
GODORT Business Meeting
The meeting began at 2:45 pm. Minutes from the October 11, 1996 GODORT meeting were approved.
Larry Hall gave the Treasurer's report for Michael McDonnell and
disclosed that GODORT of Michigan's capital balance is now $4,730.00.
Larry asked for program suggestions in planning the upcoming Annual
Meeting, tentatively scheduled for May 9, 1997. Sally Lawler mentioned
an ALA Pre-Conference speaker, Marilyn Moody, who gave a presentation
on "Demystifying Internet Documents." Sally offered to contact Marilyn
to give us a presentation; hopefully it will be an interactive tutorial
for non-documents as well as documents librarians. Tentative site is
the U of M DIAD Computer Lab, in the Undergraduate Library. This program
idea was readily endorsed by other members.
Sally was so impressed by Moody's work that she has been developing a web
page based on some of Moody's ideas. Sally encouraged members to check
out the site,
http://www.libraries.wayne.edu/purdy/govtrain.html.
Discussion on Annual Program expenditures shakes out as such--estimated
$1,000.00 ($250.00 honorarium fee plus speaker's expenses). This figure
may be lower if Moody does not elect to stay overnight. Registration fees
will probably cover the lab costs; lunch may or may not be provided in
this program. Parking options at U of M were discussed, but not yet
resolved. A limit of 60 program participants was set.
Depository Library Update
Paula Kaczmarek, speaking for Susan Kruger, announced that
Michael Demario will talk about OWLS (Oakland/Wayne/St. Clair/Livingston
Counties Regions of Cooperation) on May 20th. The tentative site for
Demario's presentation is Cleary College in Ann Arbor.
Paula also announced the tentative date/location of the Michigan Council
of Federal Depository Libraries Biennial Meeting. Council is targeting
April 30, 1997 at the Library of Michigan, Lansing.
Paula mentioned that Jose-Marie Griffiths, chief information officer and
executive director of the Information Technology Division at U of M, Ann
Arbor, has been nominated by President Clinton for appointment to the U.S.
National Commission on Libraries and Information Science (NCLIS). Her
nomination will be forwarded to the Senate for confirmation.
Paula encouraged members to join State Librarian George Needham for a
discussion of the new Library Services and Technology Act (LSTA) and its
implications for future Michigan library service. There will be a series
of forums across the state, and advance registration is not required,
except for the April 10th sessions, where space is limited. If you want to attend on that day,
contact: Donna Holdridge, [Phone: (517) 373-1587; Fax : (517) 373-5700] for reservations.

Program Highlights: Searching for Government Information: What's the Difference? This will be a
hands-on strategy approach to electronic searching of government documents, and teaches
how documents are different from traditional reference materials. The Web Page and
program are designed as a model tutorial that others can use in their own training
sessions. Bring a non-documents reference librarian as your guest to learn how to apply
the strategy approach at the Reference Desk.
Additional Opportunity: You are also welcome to visit the Documents Center, 2d floor, Hatcher North.
