This has been an exceptional year for the Government Documents
Round Table of Michigan, thanks to the able leadership of
President-Elect Cass Hartnett and the stability of the organization
in general.
In September, we were off to a great start with a nationally known
keynote speaker, Sheila McGarr, Chief of Depository Services, who
presented a history of inspections at the beautiful Bellemont Manor
at Albion College. Sheila not only provided background and
directives, but stimulated discussion around a draft of the self-
study she provided.
The afternoon focused around the discussion topic "Is your library
loading online records for U.S. documents and how is it going?".
In round-robin fashion much information was shared. [See page 6
and 7 for a summary.]
The Winter Meeting at Cooley Law School in Lansing was a tour de
force. It was designed to be a refresher course and succeeded in
drawing high-level presentations from the membership and the
largest attendance in recent memory. With overheads and handouts
documents librarians presented their favorite reference tools such
as Vital and Health Statistics, Federal Register, Code of Federal
Regulations, Statistical Abstract, and Statutes at Large, to name
a few. In the audience were many reference librarians who enjoyed
the back-to-library-school theme as much as the documents
librarians did. Following the program, a reception was held
honoring Carole Callard and Anne Diamond, two recent retirees from
the Library of Michigan.
Cass Hartnett deserves our heartfelt thanks for orchestrating such
an inspirational year. As you all know, she has worked very hard
in her capacities as Regional Librarian, Chair of the Michigan
Council of Federal Depository Libraries, University of Michigan
Library School Instructor, and GODORT President-Elect this year.
GODORT benefited from having this already high-profile leader take
on the programming of the organization. Cass was exceptionally
creative in utilizing her national contacts, her knowledge of
regional issues, and her teaching role to bring about a unique
year. With her easy-going, relaxed and natural style, she has
brought a special warmth to the organization which we all have
enjoyed and appreciated.
I would also like to thank those of you who have worked closely
with GODORT this year. Carolyn Gaswick, Barb Carmichael, Sharon
Bradley, and Debra Jakubiec provided wonderful arrangements for our
meetings and brought us closer together with their hospitality.
Carolyn Gawwick and Janet Schneider also worked very hard as co-
chairs of the Thurston Award Committee. Jon Harrison kept the
institutional memory alive with the nationally known RED TAPE, as
did Secretary Sandy Calemme with her excellent reports of our
meetings. Michael McDonnell served ably as Treasurer, maintaining
the membership list and paying our bills. Maria Danna provided the
support necessary to make the Lifetime Achievement and Jennie
awards active this year. Kim Ranger, Past-President, was my safety
net, and contributed a GODORT Manual of Duties. And last but not
least, I want to thank those of you who wrote nomination letters
for GODORT awards, which will be presented shortly.
All of you have made this a very smooth year for me. Kim promised
it would be a light load and it was. My official duties were
limited to letters, business meetings, and details around
refreshments, awards, and today's election. Even though our
publication is called "RED TAPE", somehow we as an organization
function very well without a lot of red tape. The fact that so
many of you here have been officers in GODORT of Michigan in the
past and are still with us, attests to the stability and strength
and success of the organization. [All the past and current
officers were asked to stand.] Seeing original organizers and
members like Jennie Cross, Barbara Hulyk, and Anne Diamond here
with us today is very moving and fitting and we thank them for
honoring us with their presence.

It is my understanding that past Thurston honorees have been
recognized for enhancing access to government information through
compiling print bibliographies. Given the dramatic changes in
information dissemination in recent years, it is appropirate that
the present nomination recognizes outstanding acheivement in
developing electronic access to federal and state government
information. By pioneering Internet access to government
information, Grace and Sue have performed a major service to both
scholar and non-academic citizens in Michigan, as well as
nationwide.
In 1991, Grace began exploring the potential of Gopher software as
a means of linking citizens with significant government
information. With a clear vision of the potential of Internet
access, Grace was an aggressive proponent for the development of
the ULIBRARY Gopher supported by the University of Michigan
University Library. Early on, she pursued the needed support to
provide national access to the Department of Commerce's Economic
Bulletin Board. With a commitment to update this file daily,
ULIBRARY soon became a widely tapped and much lauded resource for
scholars, government agencies, and private citizens across the
country.
With the early success of the EBB, Grace moved ahead to mount
census data, links to executive agencies, federal legislative
information, and significant state government information
accessible in electronic form. In 1993, Grace's efforts received
important reinformcement from Sue Davidsen's development of the
GoMLINK gopher with an emphasis on State of Michigan government
resources as well as significant data sources from municipalities
within Michigan. Benefiting from the cooperative work style
developed by Sue and Grace, both Gophers flourished into what is
now recognized as an important national resource. The ULIBRARY
Gopher was recently cited by the New York Times as a valuable tool
for access to government information and the two gophers are widely
cited in guides to the Internet as important resources for users
seeking government information.
The gophers now point to timely government information of all
sorts. The Republican Party's "Contract with America" was put up
prior to the November election and complete electoral results were
posted within 24 hours of the polls closing on Election Day. The
"Thomas" legislative datafile is accessible via ULIBRARY as is
access to White House information and significant executive branch
documents and directories.
All of this has been made possible by the exemplary commitment of
Grace York and Sue Davidsen to providing timely and accurate access
to these government resources. At the recent ALA meetings in
Philadelphia, two documents librarians (from Emory University and
the University of Maryland) mentioned to me how important the
Michigan Gopher has become in their efforts to provide service to
users on their campuses. As an institution, the University of
Michigan takes pride in the success of the Government Resources
section of our Gophers and we are appreciative to Grace and Sue for
bringing such favorable support for our Library's efforts. Their
efforts have proven to be a significant national contribution for
extending access to government information. I call upon the
Thurston Committee to take this opportunity to recognize and reward
these outstanding contributions of these dedicated librarians.

To say that Anne has been a key player in the "documents scene" in
Michigan would be an understatement. Anne has been actively
involved in federal and state documents work here for twenty years.
In February 1995, Anne retired from her leadership position as a
regional federal depository librarian at the Library of Michigan,
closing a significant chapter of her professional life but leaving
the door open to new horizons.
Because Anne Diamond is a mentor figure to me, this nomination
letter is a very personal undertaking. However, I am not the only
librarian to claim this relationship to Anne. As a colleague and
supervisor, she has touched the lives of many, many librarians,
library directors, para-professionals, GPO employees, Census staff,
State of Michigan employees and student workers -- people from as
far away as Arizona and as close to Anne as the next desk over.
Anne started her professional career as a reference librarian at
Michigan State University in August 1973. Two years later, she
joined the staff of the State Library, as it was then called, in
its Government Center unit. In 1978, she would embark upon a
sixteen-year phase of her career involving more administrative work
in documents and leading Anne into a whirlwind of professional
associations, workshop planning, outreach, consulting, and
technical support work with other depository libraries.
In May 1991, Anne's title and duties at the Library of Michigan
shifted somewhat and her post became that of Government Information
Specialist. She played a pivotal role with the State Data Center
Program and served on the technical committee for data in the 1992
Michigan KIDS COUNT Data Book.
Anne was an invaluable pinch-hitter during a thirteen-month
librarian vacancy at the Detroit Public Library, Michigan's other
regional depository. And, notably, she was tapped to edit and/or
author several publications, starting with the Michigan Telefax
Directory and Acquiring Michigan and U.S. Government Publications:
De-Mystifying the Process and moving on to two key manuals in the
field, the Federal Depository Library Manual and a Manual for the
Michigan State Documents Libraries. Basically, if you're trying to
publish a depository manual, talk to Anne Diamond.
Anne managed to serve on a myriad of boards. For seven years, she
was on the editorial board for the U.S. Government Periodicals
Index. She fulfilled a three year appointment on the Depository
Library Council to the Public Printer, and was Chair of our
statewide Michigan Council of Federal Depository Libraries, where
she helped write the State Plan for documents. Ticking off Anne's
professional accomplishments is not as much fun as trying to
describe her personality and way of doing things. Anyone who has
served on boards with her (on the ALA, MLA, SLA, MSU, or community
associations she has been a part of) knows that she is savvy,
resourceful, determined, and possessing of a great sense of humor.
In nominating her for this award, I know I speak for many people.

I nominate Jon Harrison for the Jennie Award for the outstanding
job he does in editing RED TAPE. This publication contains a
wealth of information that helps me do my job better. I appreciate
the summary of meetings, especially those on the national level
which I have not yet been able to attend. The timely articles on
topics such as the Internet, GPO Access, and the depository library
program help keep us up-to-date in areas that are constantly
changing. I forward items from the "Odds & Ends" column on to
faculty members and other co-workers. Even if some of this
information is available on the net or in other sources, Jon pulls
it all together in one place, and makes it available to those of us
who do not have access to these sources.
I really admire Jon for the commitment he has shown in taking on
this responsibility. I'm sure it is a lot of work, yet he
consistently puts out a high quality newsletter. From what Sheila
McGarr said at the fall meeting, it sounds as if RED TAPE is even
making an impression in Washington!
The Jennie Award would be an excellent way to recognize the
contribution Jon makes to the documents community in Michigan and
beyond.
