Initiated in 1998 and funded by the Ford Foundation, this project seeks to strengthen Mozambique's national and local rural development agencies through study programs in southern Africa, Europe and Brazil. The project provides assistance to young Mozambican professionals whose careers could benefit from masters' and doctoral level training, as well as undergraduate scholarship funding for those who are considered to have only medium level schooling. Candidates have a commitment to the application of social science principles to rural development policy and practice. These are often individuals who are doing stellar work professionally, whose performance and opportunities would be significantly enhanced by additional education.

The competition is open to both pre- and postdoctoral applicants. The duration of the grant period is from three to 12 months, beginning October 1. Round-trip airfare from the U.S. to Cairo is awarded to the individual only. Applicants for predoctoral fellowships must be U.S. citizens who have completed all requirements for the doctorate except the dissertation by the time of the anticipated beginning of the fellowship; applicants for postdoctoral fellowships may be either U.S. citizens or anyone who has held a teaching position at a U.S. university for a minimum of three years.

Around the World Travel-Study Grant

This year the Circumnavigators Club Foundation will award a fellowship worth up to $8000 for an around-the-world travel research project over the three-month period between the junior and senior year. The winner will prepare for the research project during the second semester of his or her junior year and spend the three summer months in actual travel and on-the-scene study. At the completion of the summer and upon return to the United States, the winner will submit a paper on the project and will speak to at least two Circumnavigators Foundation banquets during the succeeding nine months.
The proposal may be no more than four pages in length and must include a description of the project, a rationale for why this would be an interesting or important project to undertake, a proposed itinerary, and an explanation of the relationship of the proposed stops to the overall project purpose.
The trip itinerary must circumnavigate the globe and include stays in at least six countries on three continents. The research project must have substantive content in each of the countries, including wherever possible interactions with local people and groups. Examples of study projects include: youth movements; the death penalty; freedom of the press; care for the aged; the uses of technology in the elementary grades.
Both the school and the Circumnavigators Foundation are looking for interesting, pertinent, and globally-based topics, by persons who can easily think on their feet in any situation they might encounter abroad. Final selection will further be based on a number of factors, including: (a) merit of the subject to be studied, (b) student's academic record, (c) poise, maturity and communication skills, and (d) inherent discipline and enthusiasm of the candidates.

Back in high school, Nick Micinski won a national student award for a public service announcement he made that encouraged people to make a difference. Now the Michigan State University junior hopes to make a difference himself by circumnavigating the globe for a study project. Micinski, of Beulah, is the winner of an $8,000 Around the World grant from the Michigan Circumnavigators Foundation to undertake research on an issue of “global importance.” The summer project will take him to seven countries on four continents to study Muslim “diaspora,” or dispersion, and minority communities around the world. Funding from private foundations and major U.S. corporations has made it possible for ATJ to award 100 scholarships annually to assist American students with the travel and living expenses they will incur while studying abroad in Japan. Undergraduate students majoring in any field of study are eligible to apply for these scholarships. Japanese language study is not a prerequisite. Applicants must be U.S. citizens or permanent residents and be enrolled in a college or university in the United States. Bridging Scholarship recipients receive a stipend of $2,500 (for students on semester-long programs) or $4,000 (for students on academic year programs).

Chateaubriand Fellowship

The Institute of Current World Affairs provides promising individuals with an opportunity to develop a deep understanding of an issue, country, or region outside the United States and to share that understanding with a wider public. It does this by awarding fellowships at least two-years long to young women and men who demonstrate initiative, integrity, good communication skills, seriousness of purpose, and enthusiasm for their chosen fields. The Institute invests in individuals who have great expectations and shares with them the risk of uncertain results. The Institute hopes that its fellow will not only grow personally but make significant contributions to public life in the United States and beyond. The Institute frees the fellows from the demands and routine of their professional lives and gives them the time and resources to explore and to fulfill their intellectual promise through a self-designed program of study. Except within the expansive boundaries of "current world
affairs," and with the geographic limitation that fellows must study outside the United States, the Institute's criteria are broad. Fellowship candidates must show they are able to carry out their proposed study topic but need not meet any specific educational or other prerequisites. The Institute actively pursues diversity. Fellowships are for self-designed, independent study only. Candidates must be under 36 years of age. While U.S. citizenship is not a requirement, candidates must show that a proposed fellowship holds promise to enrich public life in the United States by enhancing the understanding of foreign countries, cultures, and trends. Financial Aid Basics for Advising Undergraduate International Students

Financial aid is perhaps the largest barrier students face when studying outside their home countries. This financial aid resource is designed to help international education professionals who advise students. This resource provides information primarily for nonimmigrant students (F-1, J-1, M-1, etc.). Information for permanent residents of the United States is also included. The Institute for International Education (IIE) reports in Open Doors 2005 that of the paid tuition and fees to attend a U.S. undergraduate institution in the 2004-05 academic year, 80.9 percent of payments came from personal and family sources. Minimal scholarship aid is available to international students, and most of it is reserved for graduate study. Generally, U.S. institutions offer little, if any, discount on tuition. Some public institutions will charge international students in-state tuition rather than charging out-of-state tuition and fees. The Ford Foundation International Fellowships Program (IFP) is a unique effort to identify emerging leaders from marginalized communities outside the United States. IFP fellows represent historically disadvantaged groups, including racial, ethnic and religious minorities and people living with disabilities. The program was established in 2001; by 2014, it will have selected approximately 4,300 fellows from 22 eligible countries for three years of advanced study. IFP is financed by the largest single grant in the history of the Ford Foundation -- $280 million. An additional $75 million commitment was made in 2006.

Marshall Memorial Fellowship

The Marshall Memorial Fellowship (MMF) provides a unique opportunity for emerging leaders from the United States and Europe to explore societies, institutions, and people on the other side of the Atlantic. The MMF program, now in its 23rd year, draws Fellows from 14 European countries and the United States for a three- to four-week traveling program. American and European Fellows each visit five or six cities per trip. They meet formally and informally with a range of policymakers and prominent members of the business, government, political, NGO, and media communities. GMF works closely with partner institutions and individual consultants in each city, providing Fellows with an invaluable local perspective on the transatlantic and domestic issues on the agenda. In 2004, three groups of American Fellows visited 23 European cities, including Brussels, Berlin, Paris, Sofia, Athens, Amsterdam, Hamburg, Barcelona, Warsaw, and Turin. European Fellows’ itineraries took them to 30 American cities and towns, including Denver, Birmingham, Seattle, Chicago, Madison, Lincoln, Boise, Cleveland, Austin, and Washington, DC. Along the way, each Fellow has the opportunity to explore his or her own professional interests beyond the group programs, which focus on a range of domestic and international policy areas.

A critical part of the German Marshall Fund’s capacity to help shape important policy debates between the United States and Europe is its Transatlantic Fellows (TAF) program. Each year GMF invites a small number of senior policy-practitioners, journalists, businesspeople, and academics to develop a range of programs and initiatives and build important networks of policymakers and analysts in the Euro-Atlantic community. Working mostly in residence at GMF’s offices in Washington, DC, and Brussels, where they have a bird’s eye view of American and EU policymaking institutions and processes, Fellows work on questions of foreign policy, international security, trade and economic development, immigration, and other topics important to transatlantic cooperation.

U.S. undergraduates can apply to receive financial support for study abroad programs worldwide through the new Benjamin A. Gilman International Scholarship Program of the Bureau of Educational and Cultural Affairs. The program is named after Congressman Ben Gilman (R-NY), the legislation's sponsor. The Institute of International Education, a New York-based non-profit organization, will administer the program through its Southern Regional Office in Houston, Texas under a grant from the Bureau. Established under the International Academic Opportunity Act of 2000, Gilman International Scholarships will provide up to $5,000 for American students to pursue overseas study for college credit. The Gilman Program aims to broaden and increase the study abroad population by aiding undergraduate students who are under financial constraints.

Currently, one award of $2500 per semester, renewable for up to 8 semesters, will be given towards a graduate school education for the selected applicant. The applicant should have a working knowledge of Farsi and should demonstrate an active interest in Iranian culture, heritage and literature, and demonstrate academic excellence. RFF has established the Walter O. Spofford, Jr. Memorial Internship to honor Dr. Spofford’s legacy. With Dr. Spofford’s help, the RFF China Program was launched in 1989 and his name became synonymous with RFF’s work in China. His important contributions include mentoring Chinese researchers; working with Chinese officials to establish environmental standards compatible with sustainable economic growth; assisting in the development of environmental master plans for Beijing, Chongqing, and Shandong; and helping to establish the Beijing Environment and Development Institute (BEDI). To honor and continue this important work, RFF is offering a paid internship for graduate students with a special interest in Chinese environmental issues to spend time at RFF in Washington, DC. Chinese students are particularly encouraged to apply. Students will earn a stipend; the amount is dependent on individual circumstances. If necessary, support for travel expenses and visa assistance can be provided.

Rhodes Scholars study for two and, with special permission, three years at Oxford University in Britain. Study can be in any field and must lead to a degree. Study can be at the graduate or undergraduate level. Some Rhodes Scholars study the last two years of an undergraduate major. Others do graduate study. The Rhodes pays for tuition, fees, travel to and from home to Oxford, and an allowance that is sufficient to pay living costs during the academic year and vacation periods. (Roberto) Rocca Fellowships

For exceptional university graduates from Argentina, Brazil, Colombia, Mexico, Venezuela, or Romania, the Roberto Rocca Education Program offers fellowships to help fund studies towards a Ph.D. degree in specific fields of engineering (see website for a complete list), at a university outside the student’s home country. Each Roberto Rocca Fellow is awarded up to 50 thousand US dollars per year for two years to be used for tuition, fees and living expenses. At the discretion of the Roberto Rocca Education Program, Fellowships may be renewed for up to an additional two years.

The Rotary Foundation welcomes applicants for the Rotary Ambassadorial Scholarships. Academic-Year, Multi-Year, and Cultural Ambassadorial Scholarships are offered, with availability varying from year to year. The purpose of the program is to further international understanding and friendly relations among people of different countries. Applicants must contact their local Rotary clubs to: (1) determine if funding for the desired scholarship is available; (2) ask about local application deadlines; and (3) obtain application materials. Higher-education faculty can teach abroad through Rotary Grants for University Teachers. The program builds international understanding and fosters development while strengthening higher education in low-income countries. It also aims to establish ties between higher-education institutions, leading to the exchange of ideas and information worldwide. Grant recipients must teach subjects relevant to the local population’s needs and contribute to the area's socioeconomic development. Each year, about 20 grants are awarded.

Scholar Rescue Fund

The Institute of International Education (IIE) has received an unprecedented gift of $10 million from the internationally-renowned economist/philanthropist Dr. Henry Kaufman to support the organization's Scholar Rescue Fund. Dr. Kaufman, who fled Nazi Germany with his family in the late 1930s, is strongly committed to ensuring the safety and security of scholars whose important academic contributions are jeopardized by repressive or dangerous regimes. The Scholar Rescue Fund has rescued over 50 scholars from 27 different countries since 2002, enabling them to continue their teaching and research and, essentially, saving their academic work. This effort returns IIE to its work in the 1930s when IIE’s Emergency Committee in Aid of Displaced Foreign Scholars helped more than 330 scholars fleeing persecution in Europe.
