If you believe in freewheeling democracy, the Thomas archive of the Library of Congress will fascinate you. Named after Thomas Jefferson, this text-only site delivers on a simple, elegant concept: take the Congressional Record of the U.S. and every pending bill before Congress and put it in a bazillion-gigabyte Web server. Good Netizens can research bills, follow the actions of bills sponsored by their own representatives, or just filibuster around. The home page includes a short section of Hot Bills, a weekly-updated listing of "major bills receiving floor action... as selected by legislative analysts in the Congressional Research Service." An excellent public-participation tool.

This new website offers the following features:

  • text of bills and joint resolutions as they are introduced
  • text of bills and joint resolutions as passed by the House and Senate
  • text of the final passed bills and joint resolutions
  • daily journals
  • calendars
  • bill status (searchable by bill number, sponsor or subject)
  • resolution status (searchable in the same ways)
  • legislative and fiscal analyses of bills
    The site is updated throughout the day, as documents are relased for public distribution by the responsible legislative office or agency. Bill status will be updated nightly to reflect actions taken during the session day. The site can be viewed with Netscape 3.0 or newer or Internet Explorer. Many of the documents are in PDF format. If you need to obtain Adobe Acrobat Reader to read these documents, you can click on the link on the legislative web main page and download this free plug-in. This website is a joint project of the Michigan House of Representatives, the Michigan Senate, and the Legislative Council through the Legislative Services Bureau and the Library of Michigan.

    State Appellate Defender Office's Criminal Defense Online

    The State Appellate Defender Office's Legal Resources Project has been serving Michigan's criminal defense community since 1977, offering a variety of useful publications, on-line services, and advice to attorneys. SADO is a state agency representing indigent criminal appellants; its collective legal expertise and resources are shared with attorneys through the LRP.
    The SADO web site provides useful information such as mailing addresses for County Jails in Michigan, Corrections Centers, Prisons, Federal Prisons, County Prosecutors, Circuit Courts, and Appellate Courts. There is also a section on "How to find Criminal Defense Attorneys" and a section providing bulletin and newsletter information on criminal law developments.

    Bird's Eye View of Michigan Local Government at the End of the Twentieth Century

    The Citizens Research Council of Michigan, an independent public policy research group, issued a report that states there are too many local units of government, school districts and special purpose units in Michigan. The CRC recommends regionalization and consolidation of units. The Michigan Municipal League, sponsor of the symposium for which the report was produced, has not responded to the report.
