Africa Action

Africa Action is the oldest organization in the U.S. working on African affairs. We are a national organization based in Washington, DC. Our work dates back to 1953, the year our oldest predecessor organization was founded in New York. Today, in partnership with activists and civil society organizations throughout the United States and in Africa, Africa Action is working to change U.S. foreign policy and the policies of international institutions in order to support African struggles for peace and development. By changing the policies of our own government, we have proven that we can make a real difference.

AfricaBib was created in 1999 as a way to freely disseminate information from two African studies databases as well as information on Africa from other sources. The databases have been created and are maintained by Davis Bullwinkle who is the director of the IEA Research Library, at the Institute for Economic Advancement (IEA) at the University of Arkansas-Little Rock, in Little Rock, Arkansas in the United States. The web site presently contains the following:

  • Africana Periodical Literature Bibliographic Database. This work was originally begun in September of 1974 as an effort to index all the issues of each periodical/journal title and place them all in one source. This English language database indexes over 28,000 articles from over 250 English language and multi-lingual journals and periodicals that specialize in African Studies or consistently cover the African continent. The titles were originally chosen from the library at California State University-Chico and that number were later expanded by using materials from Northwestern University and other major university libraries as well as the Library of Congress. Each title is indexed from its first day of publication to the present or, either its date of ceasing or a date where the journal or periodical no longer covered Africa on a regular basis. In only in a few cases were titles dropped due to the difficulty in obtaining copies or irregularities in the journal's publishing schedule. Of the over 200 journals and periodicals indexed, more than half have ceased being published. Until the mid-1960's few Africana journals were indexed in major indexing tools. This work hopes to fill the gap by indexing Africana materials from the mid-nineteenth century to today all in one index. A title list of all journals and periodicals indexed, including the years the journals or periodicals were published and indexed is included by a link from the front page of this database. The titles indexed in this database represent Africana materials published in from over 22 nations within North America, Europe, Africa, and Asia.
  • Africana Women's Database. This English language database contains over 21,000 citations from 1986 to current. The database indexes six types of materials: books and government documents; articles appearing in edited books; periodical and journal articles; Masters theses and Ph.D. dissertations as well as a few B.A. theses and honors papers; conference papers; and videocassettes. This database is the outgrowth of a three volume work published in 1989 by Greenwood Press that indexed materials on African Women published during the International Women's Decade, 1975-1985. The database indexes everything the compiler can find published in English about African women.     Africa Recovery--UN

    The Library and Publications Division of the United Nations Department of Public Information has recently begun providing major excerpts of its quarterly periodical Africa Recovery via the web. The publication tracks economic and social development issues in Africa. The latest issue (July 1997) contains articles on Congolese reconstruction, the 33rd Summit of the Organization of African Unity (OAU), the recent G-7 Summit, and the recent Africa Governance Forum in Addis Ababa, Ethiopia (UN Special Initiative). Articles are mostly concise news summaries. There are also sections on upcoming and recent conferences and pertinent books, as well as the features Africa in Brief and Under the Baobob Tree, which highlights a single African issue.

    Historically, researchers in Europe and the US have had difficulty finding updated information on primary source African collections. African Research Central, hosted by California State University at San Bernardino, seeks to bridge this information gap by offering centralized and frequently updated information on primary source collections, as well as publicizing the needs of the repositories and suggesting a plan of action for concerned researchers. The site is divided into three sections: The Repositories, For Researchers, and For Repository Professionals. The first section serves as a gateway to the archives, libraries, and museums with important collections of African primary sources. The emphasis is on Africa, but European and North American institutions are also listed. Information for institutions includes contact information, access conditions, publications, references, and a preservation wish list. The second section includes a Researcher's Questionnaire and information on how academics can contribute to the preservation of African sources. The Repository Professionals section invites archivists to update information on repositories or add new ones and publicize their preservation needs and desires. Both of the latter sections also offer related links. Future plans for the site include a searchable database, an expanded repository list, and a section for educators.     UN Secretary-General Kofi Annan, in reply to a request by the UN Security Council, has produced this report on the causes and possible solutions to the endemic conflict in Africa. "By not averting these colossal human tragedies [as in Rwanda, Somalia and Liberia], African leaders have failed the peoples of Africa; the international community has failed them; the United Nations has failed them.... The United Nations stands ready to play its part. So must the world. So must Africa." The report first analyzes the historical, internal, external, and economic causes of the problem, and then proceeds to make recommendations with respect to arms trafficking, sanctions, refugees, development assistance, and international business practices.     Country Commercial Guides (CCGs) are prepared annually by U.S. embassies with the assistance of several U.S. government agencies. These reports present a comprehensive look at countries' commercial environments, using economic, political and market analysis. The CCGs were established by recommendation of the Trade Promotion Coordinating Committee (TPCC), a multi-agency task force, to consolidate various reporting documents prepared for the U.S. business community. The U.S. Department of Commerce posts CCGs on their Market Research Library database as they are released. Select the country commercial guide option from the report type field and choose your favorite country.

    The U.S. Department of State has just released the 1997 edition of country reports on economic policy and trade practices for 77 countries, customs territories, and custom unions around the world. Each report contains nine sections:

  • Key Economic Indicators of the national income, monetary, and trade accounts.
  • General Policy Framework, a narrative overview of macroeconomic trends.
  • Exchange Rate Policies and their impact on the price competitiveness of US exports.
  • Structural Policies, highlighting changes that may affect US exports to that country.
  • Debt Management Policies and their implications for trade with the United States.
  • Significant Barriers to US Exports and Investment
  • Export Subsidies Policies focusing on government actions, policies, and practices that support exports from that country, including exports by small businesses.
  • Protection of US Intellectual Property discussing the country's laws and practices with respect to protection of intellectual property rights.
  • Worker Rights outlining the country's laws and practices with respect to internationally recognized worker rights, highlighting conditions of worker rights in goods­producing sectors where US capital is invested, and a table citing the extent of such investment by sector where information is available.
    The reports are submitted annually by the U.S. Department of State to the Senate Committees on Foreign Relations and on Finance and the House Committees on Foreign Affairs and on Ways and Means. the series was discontinued in 2002.

The site is actually a collection of several useful searchable databases, including the 89 Administrative units of the Russian Federation, more than 1,000 public figures, 50 recognized political parties, over 150 key institutions, 100 ethnic groups in Russia, and a searchable chronology with more than 2,000 entries (updated almost daily). With the exception of the Persons database, users may search by keyword or list all entries. Where possible, the databases are cross-referenced. For instance, the details of an Administrative unit gives links to the relevant entries in the Persons and Chronology databases.     This prototype project by the Asian Development Bank studies the potential use of the Internet to assist policy makers and legislators "in the developing member countries (DMCs) of the Asian Development Bank." However, lawyers and political scientists interested in these countries will also find numerous interesting and useful items. The project is comprised of three features. The first, DIAL Index, is a collection of links to online legislative resources. The second and most useful section of the site is DIAL Search, which allows users to conduct automated remote (Web spider) searches of full-text documents from selected legislation sites. The third feature, DIALogue, is an email-based facility which allows authorized users to submit questions to a DIALogue panel of legal specialists. Unfortunately, only government officials in DMCs or related legal professionals may become authorized users. However, interested users are free to use the rest of the site.     Rwanda, the International Criminal Tribunal for [RealPlayer]
    Verdicts on the Crime of Genocide

    In an important moment in the history of international criminal law, on September 2, 1998, a United Nations tribunal handed down the first ever verdict by an international court on the crime of genocide. The Tribunal--the International Criminal Tribunal for Rwanda (ICTR), based in Arusha, United Republic of Tanzania--was created by the UN Security Council in November 1994, "after one of the most intense periods of mass exterminations in human history." The Rwanda Tribunal has been the first judicial body to implement the Genocide Convention, adopted in the wake of the Holocaust and the Nuremberg trials.
