Assessing the New Federalism

Assessing the New Federalism is an ongoing, multi-year research project by the non-partisan Urban Institute, which monitors the transfer of responsibility for social programs from the federal government to the state legislatures. Issues of health policy, income support, social services, and fiscal policy are central to the project, and authors from a variety of public and private institutions contribute to a database of Occasional Papers, Policy Briefs, and State Reports (.pdf format). Users may browse ANF publications by subject, or download statistical data from the ANF State Database on education financing, food stamps, or supplemental security income, among other variables.

    The UK House of Commons has recently created a site that offers access to the full text of Research Papers (Adobe Acrobat [.pdf] format only) which are compiled for the benefit of British Members of Parliament by the staff of the House of Commons Library. An occasional series focusing on topics of current parliamentary interest, the papers, "aim to be politically impartial and contain factual information as well as a range of opinions on each subject covered." Recently released titles include: "EU Enlargement: The Political Process," "EU Enlargement: The Financial Consequences," "Northern Ireland: political developments since 1972," "The local elections of 7 May 1998 and the London Referendum," and "Unemployment by Constituency: Welfare-to-work groups - April 1998."     The Institute for Global Communications (IGC), an Internet service provider, maintains a meta website for PeaceNet, EcoNet, LaborNet, ConflictNet, and WomensNet. Members include Amnesty International, Catholic Charities, Electronic Frontier Foundation, Essential Information, Greenpeace, Planned Parenthood, Socialist Labor Party, and many others. In all, the Internet sites of close to 400 member organizations are linked. Each sub-site contains a Recent Headlines, Action Alerts, and Features section in addition to an option to view news group or web site information by issue (e.g. atmosphere & climate, habitats & species, women), allowing users to create and follow their own reading list.     Anyone interested in Michigan state government and public policy will be interested in this new handbook sponsored by the Michigan Nonprofit Association and the Council of Michigan Foundations and prepared and published by Public Sector Consultants, Inc. The handbook addresses 65 Michigan public policy issues, presenting background, nonpartisan discussion of policy options, and sources of additional information; describes local government organization and the three branches of state government; explains the state budget process; contains useful appendices, including economic forecasts, census information and other data, and miscellanea; and describes the operation and role of the nonprofit sector, foundations, and United Way organizations in Michigan.     NCSL supports state legislatures through research and other activities. This Web site contains information and research on key state issues, publications, meetings and seminars, a legislative information database, and contact information for NCSL staff who can assist legislators and legislative staff in solving problems. This site also links to a wide gamut other state Internet sites. The link provides connects you to a topics section covering everything from agriculture to transportation. Each summary includes information on NCSL activities, online services and print publications. Portions of the web site are restricted to members. [Note: The Library of Michigan has a membership and gets most of the publications described on the web pages. If they don't have one, they can claim it.]
