How Much Does it Cost to Incarcerate a Person for One Year?
The Cost of Employee Fraud and Abuse

Crime is the most important subject on the public agenda today according to most national polls. Citizens of all races are fearful of violence and concerned about their own safety. People want their legislators and law enforcement leaders at all levels of government to develop effective strategies to reduce crime and ensure safety. This web page provides a compilation of resources on this topic, including both resources that are available in the Michigan State University Main Library as well as those that are available over the world wide web.

In the most comprehensive study of its type, an article in the October issue of the Journal of Law and Economics (University of Chicago Press) says that crime costs $4,100 per person, or $1.7 trillion in 1997 dollars. The report, researched and written by David Anderson, an economist at Davidson College in North Carolina, covered such details as police and private security expenses, corrections costs, expense of crime-related injuries, amount of theft. Anderson says that criminals annually steal $603 billion in assets while also creating an additional $1.1 trillion worth of lost productivity.

Crime statistics provide a statistical measure of the level, or amount, of crime that is prevalent in societies.

Crime statistics are gathered and reported by many countries and are of interest to several international organisations, including Interpol and the United Nations. Law enforcement agencies in some countries, such as the FBI in the United States, publish crime indices, which are compilations of statistics for various types of crime.

Crime statistics can come from a number of sources. However, the primary sources are Police forces and similar law enforcement agencies. Police statistics are generally limited to the offending that is reported to them and the offenders they apprehend. It is well known that some types of crime are not reported to Police. Public surveys may be conducted in order to ascertain the amount of crime not reported to Police and to ascertain levels of victimisation, which Police may have difficulty identifying.

Statistics are usually collected on

Because laws vary between jurisictions, comparing crime statistics between, and even within, countries can be difficult, sometimes even problematic.

At a national level, no other crime is measured as accurately and precisely. Topics covered include long-term trends, demographic trends, multiple victims and offenders, infanticide, homicides by intimates, law enforcement officers killed, weapons trends, regional trends, and trends by city size. The data analyzed are from the FBI's Uniform Crime Reporting (UCR) Program, particularly the Supplementary Homicide Reports.

Statistical information about crime and criminal justice in the United States is published by hundreds of public and private agencies, academic institutions, research organizations, public opinion polling firms, and other groups. (2) Public attitudes toward crime and criminal justice-related topics
(3) Nature and distribution of known offenses
(4) Characteristics and distribution of persons arrested
(5) Judicial processing of defendents

College and University Crime Statistics

Campus Crime and Security Statistics
http://www.ope.ed.gov/security/
The U.S. Department of Education, Office of Postsecondary Education, Campus Security Statistics Website is your direct link to reported criminal offenses for over 6000 colleges and universities in the United States. If you are thinking of attending college in a large urban city, a small liberal arts college, a specialized college, or a community college you can find their security statistics here. If you are not sure what colleges you want to see, the OPE Campus Security Statistics Website has the tools to help you search for a college. You can search for a college based on its location, program, size or degree offerings either alone or in combination. The more criteria you specify, the smaller the number of colleges that will fit your criteria. Once you've found some colleges of interest, you can obtain important and understandable security information on all of them.

College and University Campus Crime Statistics
http://campussafety.org/
Note: Look for the link to Campus Crime Statistics. In 1990 less than 400 colleges and universities provided their campus crime statistics to the voluntary Uniform Crime Reporting program operated by the Federal Bureau of Investigation. In 1992 the federal Campus Security Act began mandating the public release of campus crime statistics. Most schools still do not report to the UCR program. Amendments to the Campus Security Act will require the government to compile and release statistics for nearly 4,000 schools beginning in the year 2000. This page gathers a number of campus crime statistical resources including the UCR program, other government reports, and individual institutional web sites. There are also links to other sites which contain independent analysis of the data or their own set of links. Courtesy of Security on Campus, Inc.

How Much Does it Cost to Incarcerate a Person for One Year?

The average cost to keep one person incarcerated for a year in 1992 was about $25,000, and the average cost to keep one person on probation for a year was $5,000. When we multiply by the number of people under each form of corrections, the total costs are about $47 billion per year. Add to that the costs of law enforcement and the total climbs to about $71 billion a year. And this does not include the costs of courts and prosecution, nor the costs of building prisons and jails.... Source: U.S. Criminal Justice Interest Groups : Institutional Profiles. Westport, Ct. : Greenwood Press, 1993.

The direct costs of incarceration range from about a thousand dollars a month for a minimim security, dormatory-style lock-up with no siginficant counseling, to about three thousand dollars monthly for a high security suicide-watch, and the indirect costs to the community are even higher. When the person who is imprisoned needs mental health services, add about $50 per hour to these costs up to $100 thousand per year. On average, it would be much cheaper to give a person a year in college than a year in a juvenile hall, jail, or prison. Source: Friends Committee on Legislation Education Fund Alternatives to Imprisonment

Those offenders could instead serve jail terms or go on probation, enter substance abuse programs, undergo drug testing and daily monitoring, or wear electronic tethers — less expensive options than prison. The average annual cost to house a Michigan prisoner is about $32,000. David Eggert, “Michigan’s prison spending eats large hole in budget”, MLive, January 20, 2007.

The Cost of Employee Fraud and Abuse

According to a Pinkerton report, losses from employee fraud and abuse cost more than $400 billion annually, representing six percent of U.S. companies' annual revenues. Source: Regina Raiford, "An Ounce of Prevention", Buildings, Vol. 93, Issue 3, March 1999, 64-70.

KPMG’s 2003 fraud survey reports the annual average cost of employee fraud to be $464,000, while PwC’s 2003 survey finds the average loss because of asset misappropriation to be $1,388,731. Source: Bonita K. Peterson, "Ten Truths You Need to Know About Fraud", Strategic Finance, May 2004
