Born May 12, 1927 in Wilmington, Del. Lawyer, deputy U. S. Coordinator for the Alliance for Progress (1963-65), deputy assistant administrator for Agency for International Development, (1963-65), U. S. Department of State--assistant Secretary of State for Inter-American Affairs (1974-76). Distinguished service award from U.S. A.I.D. Author of The Twilight Struggle: The Alliance for Progress and the Politics of Development in Latin America, Random House, 1967.
