p. 12 " The link feature will include a customization tool that enables libraries to identify for their patrons the journals and other materials that they have in house." This addition is clearly a response to librarian's comments.
p. 12 "The contractor shall acquire and archive full-text non-journal materials whenever possible. " Yes Virginia, there will be an archive! The Draft SOW said on p.11 "the contractor shall acquire and archive non-journal materials that are not part of other permanent online archives."
p. 18 "the contractor shall implement the plan ... for storing and preserving the microfiche archive of documents that were collected during 1966 - 2003....for rendering usable over an indefinite time period the complete ERIC database, which includes all bibliographic records, the archive of Adobe PDF image non-journal documents that were collected during 1993-2003, and the full-text non-journal materials that are added to the database during this contract." But then again how good of an archive will it be? The fiche information merely has to be preserved, no requirement to make it available. This fact is made expressly clear in the Question & Answer section of Amendment 01 to the Solicitation:
      "When ERIC documents are distributed physically, who will incur the postage charge? See SOW - no requirement for physical distribution" (p. 7).
      "Will vendor need the capability to publish microfiche documents in hard copy? In electronic format? See SOW - There is no publishing requirement" (p. 6).
     " How often will vendor publish documents? How many copies? Not required - see SOW" (p. 6).
p. 18 "The contractor shall also cooperate with GPO to ensure that ED publications that are in the database are made available to the Federal Depository Library Program." Another addition that is likely a response to librarian comments.

p. 4 " The public database will reside on the ERIC website ..., will be made available to commercial database vendors ..." This is the status quo.
p. 4 "...whenever possible, full-text journal articles and non-journal materials will be included for free in the new database. Other full-text articles and materials, whenever possible, will be immediately available for purchase through an online link with publishers and other information sources. The database will be sending library patrons and other users to commercial sources and may make it appear to some users that purchase is their only option for obtaining a document. Maybe libraries should be explicitly included in "other information sources."
