The Education Sciences Reform Act of 2002 moved through and was passed by the 107th Congress. Cosponsors of the House Bill were:

SPONSOR:
Rep Michael N. Castle [DE] (introduced 2/27/2002)
COSPONSORS:
Rep Judy Biggert [IL-13]
Rep John A. Boehner [OH-8]
Rep Ernie Fletcher [KY-6]

According to a news release from Cindy Haan, Co-founder and Chairman of the Haan Foundation for Children, Representatives Boehner and Miller, and Senators Kennedy and Gregg, together with Representative Castle, are the leaders who moved this legislation forward. (The news release dated 10/28/02 is apparently not on the Web. I retrieved it from Lexis Nexis.)

Any amendments or changes would have to be handled by the current Congress.
