Captain Condor gets up in the morning and learns that a commander Charles is coming aboard later that day. Yango, the ship's Chinese cook, presents the Captain with a cousin who has a proposed cargo. A passenger shows up and introduces herself as Pat Garrett, and says she's scouting locations for an American TV series about pirates. Condor goes into town to look for an old friend named Maria Cortésia, but doesn't find her. Maria's uncle says she hasn't been seen lately, and maybe the police have her because she's been into politics. As soon as Condor leaves the uncle, a man who has been following Condor asks the uncle violently what Condor was looking for. On the way back to the ship, Condor is almost shot as a rebel by a soldier, but the man following him prevents it. Back at the Moéna, Commander Charles has arrived with a mission. The granddaughter of the owner of their company is being held hostage by rebels on an island called Mano Negro, and they are to stop there with the ransom money on the Moéna's next trip. While they're still on the ship in port, Charles and Condor deal with two thugs who are trying to get the money. The thugs pose as police, but Charles says they're from a right-wing organization. One of them is an anti-Castro Cuban seen at the Bay of Pigs, the overthrow of Juan Bosch, the death of Che Guevara and the return of Pinochet. They decide to lock him up on the ship. Pat Garrett overhears some of this exposition, and Charles is surprised to see her on the ship because he had specifically arranged for there to be no passengers on this trip. The next day when Charles and Condor are being dropped in a rubber boat near Mano Negro, Pat tries to join them without success. Once on the island, they see the sailboat from which Julie Van Hole, the owner's granddaughter, was kidnapped. Next they go to the Royal Beach hotel, but it is in ruin. Condor finds a bottle of liquor, and Charles starts going through the manager's office looking for microfilm. Charles, it seems, works not only for Van Hole but also for the European Community as a spy. Uranium has been found in Surinam, and the microfilm is a plan for a proposed secret American military base meant to control the distribution of it. Back at the beach, Pat Garrett turns up after swimming from the ship, and Charles starts to think she must be with the CIA. That night Pat disappears while her clothes are drying, and Charles suspects her of making an independent search for the microfilm. This does not seem to be the case, however, and soon Condor finds the film. Meanwhile, on board the Moéna at Paramaribo, Surinam, discipline has loosened a bit and the imprisoned Cuban thug has killed a crew member and escaped. The next day outside the rebel stronghold, Charles turns over the money and leaves with Julie, while Condor is invited inside. The leader of the rebels is supposed to be an old friend named Ramon Suelo, but when he is pointed out Condor says it isn't him. Maria Cortésia is also supposed to be there, but she hasn't returned from a patrol. The stronghold is attacked by soldiers with artillery. Condor runs, and is singled out for killing by one of the soldiers. The soldier is killed just in time by an arrow shot by a dark-skinned archer from the surrounding jungle. Back at the hotel, Pat Garrett hypnotizes Commander Charles into believing that the plans for an American base never existed, and she burns the microfilm. Julie disappears and Charles finds her at the sailboat pulling quantities of cocaine from under the deck planking. Charles is disappointed to learn he's gone through all this to rescue a drug dealer. He throws Julie overboard and sets the boat on fire. Condor is wounded but is being nursed by an old French woman living with the Jukas, who are a tribe of descendants of runaway Guyanese slaves. The Moéna returns on schedule but is stopped in sight of Mano Negro by two government destroyers. The old French woman tells them about a Red Cross airplane seized by the army and kept nearby. A scheme to seize the plane is successful. As they leave Condor drops two cases of medicine for the rebels, with a goodbye message for Maria.
