Who controls the oceans?

This map of the world shows hypothetical ocean boundaries that could be controlled by the United States, Great Britain, Russia, Japan, Germany, Italy, or raiders in event of war. The map also notes the boundaries' effects on commerce. The map was drawn in 1937, two years before the beginning of World War II. Signed by Roland.
