The two orphans

In a windy snow-covered alley, two children in tattered clothes (14th & 15th Amendments) look to the window of a building (Constitution Manor). Inside, a woman (Aunty Saloon League) brings a roasted turkey to a kitchen table where a buck-toothed child (18th Amendment) is seated holding a cup. Behind the child, Uncle Sam, dressed in a waiter's uniform, carries a steaming dish.
