The supergovernment

A tall Mr. Dry (Anti-Saloon League) sits on the steps of the visitors gallery of the U.S. Senate overseeing the proceedings. On one side of the gallery, a man (Francis Scott McBride) leads one cheering crowd (Dry Lobby), while another man (Clarence True Wilson) leads another crowd (Dry Rooters). On the Senate floor, senators William Borah, Carter Glass, and Frank Willis bask in the cheers while the rest of the senators cover their ears with their hands.
