Chicago Mayor Bill Thompson stands in a circus ring wearing a Revolutionary War general's uniform holding a hoop (Big Bill's Circus) and a whip. Next to him a small dog with a fake lion hair collar sits on a stool (British lion). In the background, the public seems uninterested and leaving the circus.
