Waiting for a chance to kick the ladder out from under him

Uncle Sam stands at the top of a long ladder (America's exalted position) propped against a tall tree, as he picks the tree's fruits (world finance and world trade). The ladder is steadied by two boys, one in a sailor's uniform (U.S. Navy) and another in a soldier's uniform(U.S. Army). Both boys hold a sign that reads "a weak army and an insufficient navy protecting our interests." On the other side of the tree five men (foreign powers) watch the boys, as they comment, and carry a sign that reads, "jealousy of U.S."
