Poor economy

One image (it wouldn't be necessary to waste billions in time of war) depicts a man (Congress) running away from the shadow of a Roman soldier (war), yelling "Save us!" and carrying several money bags (Army appropriations) over to a soldier (U.S. Army) laying under money bags and coins (billions of waste). A second image (if we weren't so economical in times of peace), shows the same man standing in front of several bags of money and trying to stop a soldier in ragged clothes (unpreparedness of our army).
