Danger of injuring a healthy tree
A bespectacled man wearing a top hat and bow tie (Federal Reserve Bank) climbs a ladder resting against a tree (Federal Reserve System), while holding a hand saw (curtailing of branch powers). The tree has several branches (St. Louis branch, Chicago branch, Cleveland branch, Kansas City, San Fran, New York, Boston, Dallas, Phil), dollar leaves for leaves, and money bags for fruit that spells out "P.R.O.$.P.E.R.I.T.Y." At the foot of the tree lays an axe (cut in rediscount rate). In the background, Uncle Sam rushes up and yells "--But the Branches Don't Need Pruning!"
