This cartoon portrays America trying to get Great Britain to agree to the U.S. position in the Naval Disarmament talks by threating unrestricted warship construction. A smiling Uncle Sam is a lion tamer holding a large hoop in his right hand labeled "U.S. Naval Disarmament Program." Next to Uncle Sam is the British lion. Tied to the lion's tale is a stick of dynamite marked "Real Naval Competition Threat." Uncle Sam uses his left hand to light the dynamite's fuse.
