A tough proposition
This cartoon lampoons the futility of arms control efforts as a means of ending war. Mars the God of War dressed as a Roman legionnaire puts his head on a chopping block labeled "End of War" and mockingly tells Mr. World "Quit Yer Ticklin'" as Mr. World raises a pitted axe marked "Naval Disarmament." In the foreground are discarded axes marked "Plan to End War," "League of Nations Scheme to End War," "War Prevention," "Bryan's Scheme to End War," "Prevent War," "Scheme to End War By Alliances," and "Holy Alliance."
