Little red riding - hood and the woodsman

A girl dressed as Little Red Riding Hood (public interests) has dropped her basket (law breaking) and cries for help at the sight of a wolf (Prohibition evils). Wayne Wheeler approaches and attacks the girl with an axe (sacrifice of public good for Prohibition), and tells her, "quit worrying my pet wolf."
