Mining the way
Uncle Sam is seen aboard a battleship (U.S. Navy) followed by other battleships behind as they approach a small ship (H.M .S. England), from which John Bull is dropping naval mines (British diplomacy, 6' gun trick, 2000 ton submarine Mine) on the sea (naval disarmament). John Bull motions to follow him, while Uncle Sam says "I thought I was supposed to be the leader."
