Uncle Sam carries two battleships (World Biggest Potential Navy) on his way to the Washington Naval Disarmament Conference. He then leaves the conference wearing only a wooden barrel (ruined navy) instead of clothes, and proceeds to the Further Naval Disarmament. Geneva Conference.
