Muzzling our watch-dogs

Cartoon by Carey Orr depicts "the public's watch-dog," standing near a dog house, "states attorney." A man, "corrupt politics," offers the dog a bone but is chased away by another dog, "special prosecuting attorney." "Corrupt politics" demands that the dog be muzzled, "law to eliminate special procedures," by another man, "Illinois legislature."
