Muzzling our watch-dogs

A bulldog (the public's watch-dog) comes out of a dog house (states attorney) as a man (corrupt politic) approaches with a bone on a plate. Another dog (special prosecuting attorney) runs over to the man and grabs his coat with a bite. The man then climbs a tree and asks another man (Illinois legislature) to muzzle the dog. The second man is seen carrying a dog muzzle (law to eliminate special procedures).
