Still on the warpath

A giant Native American man (the savage Mississippi) is seen running over water while carrying a tomahawk in one hand and uprooted trees in the other. Meanwhile, from the Congress Capitol, Uncle Sam and another man are seen holding ropes with a much larger rope (flood control and water-power development) sitting near them. Uncle Sam comments, "we must civilize him and put him to work."
