Prohibition may yet succeed
Wayne B. Wheeler (dictator) sits on a throne, while a man (official poisoner) kneels before him to "report that the U.S. is now absolutely bone-dry" as he points to a grave (the last drinker - killed by poisoned hootch). Behind the throne are several barrels (poison and wood alcohol). Several graves in the foreground are labeled as "killed," "killed by poisoned alcohol," and "poisoned."
