What we need is a cheer leader

This cartoon by Carey Orr includes two cells. In the first image a man, "Congress," is casually leaning against the U.S. capitol, "U.S. government," while a crowd, the "disorganized Mid-West," shout individually for farm aid. In the second image, a cheerleader, "Mid-Western organization to insure unified action," helps the Mid-West crowd to shout the same phrase loudly: "farm aid, gulf waterway." They finally gain the attention of "Congress."
