What we need is a cheer leader

A man in a top hat and smoking a pipe (Congress) leans against the U.S. Capitol (U.S. government) while a crowd in the background (disorganized Mid-West) shout individually for farm aid and water ways. In a second image, the Congressman is startled as a cheerleader (Mid-Western organization to insure unified action) coordinates a unified cheer: "farm aid, gulf waterway."
