Growing as fast as he can cut it
Uncle Sam is getting a haircut (his year's tax cut) from Calvin Cooldige. Coolidge then proceeds to use a tonic (Coolidge economy tonic) on Uncle Sam's hair, the hair grows again and Coolidge prepares for another haircut as he holds a pair of scissors (1927 tax cut).
