A bulldog (Volsteadism) is tied to a fireplace (America's household) in a trashed room (upset of law and order and disrespect for law) with a framed picture of a man dressed as Santa Claus (Congress) is on the wall. A note attached to the fireplace reads: "Dear Santy: please take back the Bulldog you gave us a few years ago - He's getting more vicious every day and nobody can do a thing with the brute! - The Public."
