Cartoon by Carey Orr includes two images. In the first image, a man walks by a polling place without voting and grumbles that politicians count the ballots to suit themselves. In the second image, the man encounters an "ex-convict whose right of franchise is revoked by law," who offers to shake the man's hand because the ex-convict doesn't vote either.
