Very poor service
A waiter (Congress) waits on a woman (the East) who is already been served several dishes (special legislation and appropriation). Meanwhile a man (Midwest) sitting at another table slams his fist on the table trying to get the waiter's attention. The menu on his table reads, "farm relief" and "waterway development."
