Those bulbs we planted are beginning to come up

In this cartoon by Carey Orr, Uncle Sam and a U.S. taxpayer stare into a fenced yard, labeled "loans to Europe," where various bags in the ground, "British debt," "Esthonian debt," "Italian debt," "Latvian debt," "French debt," "Greece," and 'Romanian debt," are sprouting trees that are growing from the ground. One bag, "Russian debt," has a worm through it, "Bolshevism," and is not producing a tree.
