A police officer (the law) shoots his gun several times (justice) at a giant man armed with coins and money bags (organized crime). The giant man holds a document (pardon) on one side and a battle axe (gang rule) on the other, while resting on a barrel (bootleg profits) with several money bags (money to bribe politicians, mto hire 'best' lawyers, money to bribe jurors, and money to beat the law) over and around the barrel.
