Why not some additional protection for the horse, too?

Outside the doors of Congress an automobile (city industries) and a horse (farming industry) are getting poured down by rain (economic conditions). Both seem to be partially covered, the automobile by the U.S. pattent office, and the horse by the tariff protection.
