Everybody seems to have their own ideas about what our prosperity depends upon

Several men representing different interests (railroads, city man, banker, worker, and businessman) point to a tree (the city) with money bags (our prosperity) as fruit and long branches (railroads and transportation), each man has a different idea of which part of the tree a country's prosperity is dependent on. Meanwhile, a farmer points down and states, "the fruit depends upon the soil."
