Backwater
Mr. Dry (short-sighted drys) tries to reinforce a wall (prohibition law) with thin planks (enforcement laws and Volsteadism), on the other side of the wall the District of Columbia can be seen flooded with "bribery," "liquous," "graft," and "crime." Only the tops of some buildings can be seen (Legislatures, the home, disrispect for government, contamination of our corts, and corruption of our police).
