Trying to tackle the whole team

A football scene depicts one team as a group of law violators (Volstead violator, violator of the boxing law, violators of petty law) and the opposing team as the police department. A member from the police department team (criminal) runs with the football (crime), while the coach (Mayor William Dever) and Father Dearborn observe the game and spectators chant: "stop crime."
