Facing new dangers

A man in torn clothes (public) is trying to escape two sharks (brewers and distillers) in the sea, representing the "escape from the evils of the old saloon," only to encounter a snake (poison whisky), a panther (dry tyranny), a tiger (disrespect for law), and a lion (the injunction) depicting the evils of prohibition waiting for him. In the distance a ship (rescue legislation) can be seen approaching the island.
