The crows and the corn

Through a fence, Unle Sam speaks to a man (Canada) who points to a heavely stacked storage (liquor dispensed without profit) refered to as a "corn crib." Behind Uncle Sam there is a mountain fo bottles with the sign: "tremendous profit in liquor," the mountain is surrounded by crows (new liquor troubles, lawlessness, graft, and old saloon troubles) hushed by a man in police uniform (prohibition law).
