He's a sheep herder
A cowboy with a black eye asks from inside a corral (crime rodeo) if the sheep hearder (our professional reformers) passing by has seen a bronco buster. The sheep hearder walks behind a sheep (Volsted violator), while inside the corral two horses (crime and outlawdry) appear to be out of control.
