Sometimes you can spoil good work by overdoing it
Calvin Coolidge holds a hand saw (Coolidge prunning program), having just prunned a few branches (bureaucracy, extravagances) from a tree (Government expenditures). From behind a fence, Uncle Sam advises not to prune any branches that bear fruit, next to him there is a basket of fruits (fruits of good government).
