Standing on the "U.S.A.," Uncle Sam looks down at two men (militarist and pacifist) pushing at his legs. "Militarist" pushes while looking nervously at "China," where smoke (horrible example of pacifism) is rising. On his other side, "pacifist" pushes while looking nervously at "Germany," where smoke (horrible example of militarism) is rising.
