Politicians hold umbrellas ("politically dry") to protect themselves from the rain ("wet issue") while marching through floodwaters ("personally moist") toward the G.O.P. and Democratic Conventions. The cartoon indicates that politicians were for the Prohibition politically, but against it personally.
