Drowned

A man ("public enthusiasm") drowns while clutching to a sign that reads "credit for tax reduction" and is surrounded by "votes." Meanwhile, a man ("political factions") stands on a dock "(Congress") and throws a floatation device ("delayed tax relief") toward the drowning man. An injured man ("tax fight") watches from the dock.
